The Government of India is always working to educate each and every student of the country and keeps on organizing new schemes and scholarships. In this sequence, the Government of India has started the National Overseas Scholarship 2023 Scheme, under which scholarships will be provided to the students of Scheduled Castes, Denotified Nomads, Semi-Nomadic Tribes, Landless Agricultural Laborers, and Traditional Artisans for pursuing higher education.
Through the National Overseas Scholarship (NOS), deserving students will be able to pursue education abroad. National Overseas Scholarship
The National Overseas Scholarship is meant for low-income students belonging to the category of scheduled castes, denotified nomadic and semi-nomadic tribes, landless agricultural laborers, and traditional artisans to pursue higher education. Master’s degree or Ph.D. courses by studying abroad so as to improve their economic and social status.
Under this scholarship scheme, 100 scholarships are given every year, which include master’s courses and Ph.D., etc. To fulfill these, financial assistance is provided by the government. Every year 30% of scholarship benefits are reserved for women candidates under National Overseas Scholarship.

The objective of the National Overseas Scholarship
The main objective of the National Overseas Scholarship is to provide financial assistance to students who want to continue their education abroad. Through this scholarship scheme, financial incentives will be provided for tuition fees and any other expenses incurred during the course of study.
Now students need not worry about the financial burden that comes with studying abroad as the Government of India is going to finance their education through the National Overseas Scholarship Scheme. Every year 100 scholarships will be offered through this scholarship scheme. All those students will be facilitated through this scheme whose family income is low.
Benefits of the National Overseas Scholarship
- Through this scholarship, students belonging to scheduled castes, denotified nomadic and semi-nomadic tribes, landless agricultural laborers, and the traditional artisan category will get financial assistance for their higher education.
- This scheme will improve the economic and social status of the students.

- Students who want to pursue only Ph.D. or Master’s courses abroad can only avail of this scholarship.

Mandatory Conditions Regarding National Overseas Scholarship
- Candidates who have already completed a Master’s or Ph.D. The qualified person does not get the benefit of this scheme.
- Employed candidates are required to provide a No Objection Certificate from the employer to the Ministry.
- Rules of the serving organization on administrative matters required to be resolved directly by the candidate.
- Candidate must obtain an appropriate visa for the country where he/she wishes to study.
- The applicant will also have to submit an undertaking that he/she will allow his/her university to share the information with the concerned Indian Mission abroad.
- Selected candidates have to submit all the required documents and submit all the important information.
- All the candidates need to return to India after availing of the award of a scholarship.
- If the candidate is able to get employment then the candidate can stay in the country for a period of 2 years without any financial assistance.
- In case the candidate has to return to India due to exigencies at home, the candidate is permitted to return to India for a short period of time after intimating the Indian Mission and the educational institution. The candidate will have to bear the traveling expenses.
- The candidate is not permitted to change the course of study or research for which the scholarship has been sanctioned.
- To get the scholarship candidates have to complete the required process and formalities under the National Overseas Scholarship Scheme
- If the candidate is paid more by the Indian Mission abroad then he/she is liable to refund the excess amount.
- If the applicant is married and decides to take his/her spouse and children with him/her, the financial expenses of them will be the responsibility of the candidate.
- The selected candidate will have to execute a bond on the non-judicial stamp paper before a Notary Public with two sureties for the actual amount to be spent by the Government of India on the candidate or Rs.50000/- whichever is higher.
- The Surety Bond shall specify and cover the estimated expenditure in Indian Rupees that will be incurred during the course of the study.
Selection Procedure Under National Overseas Scholarship
- Candidates who have received an unconditional offer of admission from any one of the top 1000 ranked overseas institutes or universities will be considered first.
- Request for a change of Institute or University will not be entertained.
- As per the latest, available QS ranking of foreign universities or institutes merits list of eligible candidates will be prepared for each round of selection.
- Scholarships will be awarded in order of merit. Those candidates who have offer letters from higher-ranked universities or institutes will be placed higher on the merit list.
- If there is a tie between the QS ranking of two or more candidates then the merit position will be decided on the basis of marks obtained by the candidate in the qualifying examination.
- If not enough candidates have been selected after the third round of selection, then in the fourth round those candidates who have either received an unconditional offer of admission or have applied but have not yet secured admission to the institute or university will be eligible for the award of scholarship. Even if the institute or university is not in the top 1000 QS rankings.
- All the online applications of the candidate will be placed before the Selection cum Screening Committee for marking their recommendation for selection and ranking.
- Those selected candidates who have secured admission to a foreign university or institution will be issued a provisional award of a scholarship letter.
- A provisional assurance letter will be issued to those candidates who are yet to secure admission to a foreign university or institute.
- Those candidates who have received the award under the scholarship scheme have to join the said course within a period of three years failing which the award of the scholarship will be canceled
- If a provisional assurance is provided to the candidate, it will be valid for a period of one year.
- The candidate who has received provisional assurance must receive an unconditional offer of admission within a period of one year.
- If the candidate fails to receive the unconditional offer of admission within the specified time, the assurance will automatically stand canceled and no request for an extension of assurance will be entertained.
