Keeping this situation in mind, the Government of West Bengal has started Bina Mulya Samajik Suraksha Yojana 2023. Through this scheme, the benefits of various government schemes will be provided by the state government to those beneficiaries of West Bengal who come from the unorganized sector.

Bina Mulya Samajik Suraksha Yojana has been started by the Government of West Bengal. Through this scheme, different types of schemes launched for the unorganized sector are integrated so that uniformity of benefits can be maintained.

The unorganized industry and self-employed businesses along with construction and transport workers are covered through this scheme as notified by the Labor Department of the Government of West Bengal.

To further help the enrolled beneficiaries, the State Government has decided to waive off the beneficiary contribution of Rs.25/- per month for payment of contribution to the Provident Fund from 1st April 2020 and contribute the amount on behalf of the beneficiaries themselves.

Thus the name of the scheme was changed to Bina Mulya Samajik Suraksha Yojana (BM-SSY) where any enrolled beneficiary can avail of all the available benefits without spending a single rupee. Earlier the name of this scheme was Samajik Suraksha Yojana.

But the government of West Bengal has decided to waive this monthly contribution from 1st April 2020. Now the West Bengal government will pay the contribution amount.

Obective of Bina Mulya Samajik Suraksha Yojana

The main objective of Bina Mulya Samajik Suraksha Yojana launched by the government of West Bengal is to provide benefits of various government schemes equally to the unorganized sector citizens of the state by integrating all the schemes together. This scheme will improve the standard of living of the beneficiaries as well as improve their social status.

This scheme will also help in making the workers self-dependent. Through the implementation of this scheme, every beneficiary of the state will be able to take advantage of the government schemes and also reduce the occupation-based inequalities among the workers.

  • Through this scheme, different types of schemes to be launched for the unorganized sector will be integrated so that uniformity of benefits can be maintained.

Bina Mulya Samajik Suraksha Yojana Benefits

Provident fund

  • Now eligible workers do not have to contribute Rs 25 per month towards the provident fund.
  • The state government will give a matching grant of Rs 30 in lieu of the workers’ contribution.
  • The State Government will also bear the annual interest payable on the amount deposited under the General Provident Fund at the rate of interest approved by the Government from time to time.
  • In case the beneficiary attains the age of 60 years or ceases to be a subscriber under the scheme or the account becomes inoperative due to death, the total cumulative amount along with interest will be returned to the workers or his nominees.
  • Subscriber’s account will be closed if no contribution is made continuously for 3 financial years.
  • Such an account can be revived by the Assistant Labor Commissioner on the application made by the customers stating the reason for such non-payment.
  • No arrears of contribution will be allowed.

Education

  • Assistance will be provided for education to the children of the beneficiaries of the state as per the following categories:-
    • Reading in class 11th- Rs 4000 p.a
    • Reading in class 12th- Rs 5000 p.a
    • Under training ITI- Rs 6000 p.a
    • Reading in undergraduate- Rs 6000 p.a
    • Reading in postgraduate- Rs 10000 p.a
    • Reading at polytechnic- Rs 10000 p.a
    • Mechanical/engineering- Rs 30000 p.a
  • Under this scheme, if the daughter completes graduation education or equivalent skill development, then financial assistance of Rs 25000 will be provided. This financial assistance will be provided only for two daughters. Financial assistance will be admissible only if the girl child remains unmarried till the completion of her studies.
  • The above benefit will not be admissible to those students who are eligible to get benefits under the Swami Vivekananda Merit cum Means Scholarship Scheme.
  • The above benefits will be provided to all those students who are studying in any recognized educational institution maintained by the State Government, Central Government, or Government.
  • All the students covered under this scheme are not eligible to avail of any other scholarship scheme of the government

Health and Family Welfare

  • Under the West Bengal Health Scheme, Rs 20000 will be provided per year to the beneficiaries or family members for alignment which requires hospitalization or outdoor treatment. Benefits will be provided:-
    • Cost for clinical test- full
    • Cost of medicine- full
    • Cost of hospitalization- full
    • For the loss of employment to the beneficiaries, payment at the rate of Rs.1000 for the first five days and an additional amount of Rs.100 per day for the remaining days up to a maximum of Rs.10,000.
  • The claim of the beneficiary and family members will be accepted more than once a year.
  • But the amount of total assistance is limited to Rs.20000 per year.
  • The beneficiary or his family members are entitled to get financial assistance of up to Rs.60000 per year for any type of surgery. This assistance will be provided:-
    • Cost for clinical test- full
    • Cost of medicine- full
    • Cost of hospitalization- full
    • For the loss of employment to the beneficiaries, payment at the rate of Rs.1000 for the first five days and an additional amount of Rs.100 per day for the remaining days up to a maximum of Rs.10,000.
  • Beneficiary and his/her family members can claim more than once a year
  • In case of surgery, the financial assistance will be limited to Rs.60000 per year
  • If the beneficiary is hospitalized for five or more days due to an accident, then payment for loss of employment will be provided to the beneficiaries at the rate of Rs 1000 for the first five days and an additional amount of Rs 100 per day for the remaining days up to a maximum of Rs. 10,000. This claim will be accepted by the beneficiary himself.

Death and Disability

  • If the beneficiary dies due to an accident then an amount of Rs 200000 will be provided to the nominee.
  • If there is a normal death of the beneficiary then Rs 50000 will be provided to the nominee.
  • If the beneficiary undergoes 40% or more disability then Rs.50000 will be provided to the beneficiary.
  • 100000 will be provided in case of total and irrecoverable loss of sight of one eye or loss of use of one hand or foot.
  • 200000 will be provided in case of total and irrecoverable loss of both eyes or loss of both hands or feet or loss of sight of one eye or loss of use of hand or foot.

Training in Safety and Skill Development

  • Through the Paschim Banga Society for skill development, workers will be given training on safety and skill development.
  • The training will follow the cost and other common norms that have been finalized for skill development interventions in the state.
  • Funds for this training will be arranged from the construction labor cess for the skill development of construction workers and their families, the transport cess for the skill development of transport workers and their family members, and the labor department budget of the state for the skill development of notified workers. and members of organized industry and self-employed business and their families.
  • Suitable grant-in-aid/funds will also be made available by the appropriate authorities of the Labor Department.

Maintenance Of Account And Audit

  • All the expenses for the administration of the scheme will be borne by the State Government which includes the cost of various forms, stationery, bank service charges, etc.
  • Under the scheme, all the grants received from the State Government, Central Government, or the beneficiary will be deposited in the fund.
  • Board is required to maintain a separate account for the purpose of the scheme and get them audited by the auditor
  • An annual report regarding the performance of this scheme is required to be sent to the State Government along with the audited report of the account.
  • The CEO of the board is required to send the annual budget for the financial year required to implement the scheme to the state government at least four months before the start of the financial year.
